This lecture will review the leading decisions of the October 2018 Supreme Court Term, and explore their likely impact as well as their implications for the direction of constitutional law.  Issues will include: the execution of mentally disabled person; whether the Eighth Amendment's prohibition on excessive fines applies to the states; may a sovereign state be sued in another state’s courts without its consent; whether and how a death row inmate can challenge the state's method of execution; and whether the Twenty-First Amendment empowers states to grant liquor licenses only to those who satisfy durational in-state residency requirements.
